Nigeria has failed to meet the minimum fiscal transparency requirements set by the United States Department of State for the second consecutive year, with the country recording no significant progress in improving financial management and public access to government financial information in 2025.

The assessment was contained in the 2026 Fiscal Transparency Report released on Tuesday, which evaluated 139 governments and the Palestinian Authority.

According to the report, only 73 governments met the minimum standards for fiscal transparency, while 67 failed to meet the requirements.

Of the 67 governments that failed, 14 were recognised for making significant progress, while 53 countries, including Nigeria, were found to have made no progress.

The report assesses governments based on the availability and reliability of key budget documents, transparency in government revenue and expenditure, and public access to financial information.

Nigeria’s latest rating comes amid concerns over the implementation of the national budget, with the current administration simultaneously operating the 2024, 2025 and 2026 budgets.
